The success rate of positive recognition in the regulated professions is between 25 and 66 percent, except for the professions of anesthetic assistant and surgical assistant. For a large proportion (generally between 30 and 90 percent) of regulated health professions, a compensatory measure is imposed that had not yet been completed by the end of the 2023 reporting year. When considering the evaluations, it should be borne in mind that a larger number of applications for certain professions may be submitted by individual countries, which can significantly influence the results of full equivalence.
As illustrated in the chart, the highest proportion of full equivalence notifications is for the non-regulated occupation of kitchen specialist at 89 percent. This is followed by the occupations of aircraft mechanic, industrial electrician, metal technology specialist, professional driver, cook, specialist for restaurants and event catering, hotel specialist and electrician with over 60 percent. In contrast, the non-regulated occupations of IT specialist and IT systems electronics technician have remarkably low rates of full equivalence of less than 25 percent. Nevertheless, over 70 percent of these non-regulated occupations are certified as partially equivalent. Furthermore, the proportion of all non-regulated occupations for which partial equivalence is certified is between 30 and 80 percent, with a few exceptions. Of the non-regulated professions, the profession of dental technician recorded the most negatively certified procedures at 6 percent.

In 2023, as in previous years, the regulated medical professions dominated in the recognition procedures for foreign professional qualifications in Germany. In terms of the number of recognition notifications, the profession of healthcare and nursing specialist is the clear frontrunner with an application figure of 27,144 (2022: 20,652). There was also an increase in the number of applications for the profession of doctor, making it the next largest group with 9,537 applications (2022: 8,592).
Compared to the previous year, the number of applications increased in particular for the non-regulated occupations of electrical systems fitter with 996 (2022: 810) and motor vehicle mechatronics technician with 669 (2022: 531). The occupation of electrical systems fitter is therefore the only non-regulated occupation in the top 5 occupations with the most applications. The top 10 occupations with the most applications also include the non-regulated occupations of cook and electronics technician. However, with fewer than 1,000 applications, they are all well behind the two medical professions mentioned above.
